Conocido tambi\u00e9n como &#8220;barrio del puerto&#8221;, fue testigo en el a\u00f1o 1600 de la aparici\u00f3n del culto a San Pedro Gonz\u00e1lez Telmo, designado entonces patrono del viejo convento de Santo Domingo ubicado en la manzana de Per\u00fa, M\u00e9xico, Bol\u00edvar y Chile actuales, es decir fuera de sus l\u00edmites.<br \/>\nEn 1734 los jesuitas decidieron fundar una iglesia en la zona llegando la autorizaci\u00f3n real para ello s\u00f3lo en 1748 cuando se inici\u00f3 la construcci\u00f3n de la Iglesia de Nuestra Se\u00f1ora de Bel\u00e9n, en el terreno donado por don Ignacio Bustillo y Zeballos. Junto a ella nacer\u00eda despu\u00e9s una Casa de Ejercicios Espirituales para hombres. El conjunto adopt\u00f3 el nombre de &#8220;La Residencia&#8221;, el cual se extender\u00eda luego tambi\u00e9n al barrio y a la plaza del Alto, la que en 1822 ser\u00eda denominada &#8220;del Comercio&#8221;. Desde 1861 funcionar\u00e1 en ella el mercado del mismo nombre, hasta que en 1897 la plaza volvi\u00f3 a tomar su fisonom\u00eda de tal recibiendo en 1900 la denominaci\u00f3n de Coronel Dorrego que a\u00fan ostenta.\n<p>Con la expulsi\u00f3n de los jesuitas en 1767 las obras de construcci\u00f3n de la iglesia quedaron inconclusas y dos a\u00f1os m\u00e1s tarde la zona qued\u00f3 bajo la dependencia de la parroquia de la Inmaculada Concepci\u00f3n.<\/p>\n<p>En 1785 los padres Bethlemitas se hicieron cargo del templo trasladando a la casa anexa su hospital. La casa de Ejercicios comenz\u00f3 ya por entonces a ser usada como c\u00e1rcel, funci\u00f3n con la cual sobrevivir\u00e1 hasta nuestros d\u00edas.<\/p>\n<p>En 1806 se cre\u00f3 la Parroquia de San Pedro Gonz\u00e1lez Telmo, design\u00e1ndose a la iglesia de Nuestra Se\u00f1ora de Bel\u00e9n como sede de la misma hasta tanto se erigiera el templo cabecera, cosa que nunca se realiz\u00f3. Nuestra Se\u00f1ora de Bel\u00e9n fue conclu\u00edda en 1876, y la costumbre ha hecho ignorar su verdadera denominaci\u00f3n perpetuando en cambio la de Iglesia de San Telmo.<\/p>\n<p>El barrio sufri\u00f3 una brusca transformaci\u00f3n luego de la epidemia de fiebre amarilla de 1871, cuando fue despoblado por sus familias m\u00e1s pudientes quienes buscaron mejores condiciones clim\u00e1ticas y sanitarias en el norte o en el oeste de la ciudad, perdiendo de esta manera el barrio sur la importancia de anta\u00f1o.<\/p>\n<p>Siguiendo la calle Defensa, eje hist\u00f3rico del barrio, llegamos al Parque Lezama. El lugar era conocido como &#8220;quinta de los ingleses&#8221;, ya que desde 1812 estuvo en manos del ingl\u00e9s Daniel Mackinlay y desde 1845 en las del norteamericano Carlos Ridgely Horne quien la vendi\u00f3 finalmente a don Gregorio Lezama.
